It therefore appears to Sir E.Grey that it is

undesirable that obstacles should be placed in the

way of their correspondence unless there is anything

in the actual correspondence of a suspicious or

objectionable character and he would, suggest for the

consideration of the Secretary of State for the

Colonies that the Censor at Hongkong should be

instructed by telegraph accordingly.
